Tiny homes, often confused with prefab ADUs, are small, mobile units built on wheels. While both can be ADUs, prefab ADUs are stationary and built to last, whereas tiny homes face more zoning challenges due to their mobility.

Types of ADUs

  • Attached ADUs: Extensions or conversions of existing structures.
  • Detached ADUs: New, independent buildings.
  • Junior ADUs (JADUs): Smaller units, often created within an existing home.

Zoning and Lot Size

  • ADUs are permitted on lots zoned R-1, R-1-H (Horse Keeping), R-2, R-3, R-4, MDR-3, MDR-4, and any lots with existing single-family or multi-family residential units.
  • In the R-1-H Zone, ADUs can only be created by converting an existing permitted garage, guest dwelling, or space within the main residence. Horse-keeping facilities and other accessory structures cannot be converted.
  • In the Mountain Fire Zone or R-1-H Zone, a maximum of one ADU or one JADU is allowed.

Size, Setbacks, and Height

  • Attached ADU
    • Max size: 1,000 sq. ft. (or 50% of primary residence), 800 sq. ft. in Mountain Fire Zone or front yard setback
    • Setbacks: 4-ft. side/rear
    • Height: 20 ft. (top plate), 30 ft. (roof/architectural features)
  • Detached ADU
    • Max size: 850 sq. ft. (0-1 bedroom), 1,000 sq. ft. (2 bedrooms), 800 sq. ft. in Mountain Fire Zone or front yard setback
    • Setbacks: 4-ft. side/rear, 5 ft. from primary residence, front setback per zoning
    • Height: 17 ft.; up to 23 ft. if above a garage; 18 ft. near transit/multi-family buildings; +2 ft. for matching roof pitch
  • Junior ADU (JADU)
    • Max size: 500 sq. ft.

Parking Requirements

  • No parking is required if the property is within ½ mile of public transit or in a permit-only parking zone.
  • If an existing garage, carport, or covered parking structure is demolished or converted into an ADU, replacement parking is not required.
  • When parking is required, one space per ADU must be provided on-site.
  • A new curb cut and driveway may be installed for ADU parking if:
    • It meets the minimum stall dimensions (18’ deep x 8’-6” wide).
    • No other existing on-site parking meets these dimensions.
  • Required parking may be tandem or in an existing driveway unless infeasible due to site conditions, topography, or fire safety concerns.
  • No parking is required for a JADU.
