Tiny homes, often confused with prefab ADUs, are small, mobile units built on wheels. While both can be considered ADUs, prefab ADUs are stationary and built to last, whereas tiny homes face more zoning challenges due to their mobility.

Types of ADUs

  • Detached – A new construction separate from the primary home.
  • Attached – A new construction attached to the primary home.
  • Conversion – Transforming an existing space within a home or detached structure.
  • Junior ADU (JADU) – A converted space (≤500 sq. ft.) within a single-family home.

Zoning & Permit Requirements

ADUs are allowed in single-family and multifamily zoning districts but require an administrative use permit approved by the Zoning Administrator before a building permit can be issued.

Size Limits

  • Attached ADUs

    • 0-1 bedroom: Up to 850 sq. ft.

    • 2 bedrooms: Up to 1,000 sq. ft.

    • Cannot exceed 50% of the primary home’s floor area.

    • Maximum size: 1,200 sq. ft.

  • Detached ADUs

    • 0-1 bedroom: Up to 850 sq. ft.

    • 2 bedrooms: Up to 1,000 sq. ft.

    • Maximum size: 1,200 sq. ft.

  • JADUs – Max 500 sq. ft.

Setbacks and Height

  • Attached ADUs
    • Setbacks: 4-ft side/rear setbacks
    • Height: Up to 16 ft.
  • Detached ADUs
    • Setbacks: 4-ft side/rear setbacks, 5 ft. from the primary residence, 30-ft front setback
    • Height: Up to 16 ft.
  • Conversions – No setbacks required if using an existing structure.

Parking Requirements

    • One off-street parking space per unit or per bedroom (tandem or driveway parking allowed).
    • If a garage, carport, or covered parking structure is demolished for an ADU, the required replacement spaces may be configured anywhere on the lot (e.g., covered, uncovered, or tandem).
  • Parking requirements may be waived if:
    • The lot was developed before January 1964 and is smaller than 6,000 sq. ft.
    • The ADU is a JADU or located in an existing accessory structure.
    • The ADU is within ½ mile of public transit.
      A car-share vehicle is within one block.
    • The ADU is in a historic district.
    • On-street parking permits are required but not available for ADU residents.
